RSMS Task 4 — subcontract sources & R5-derived layer catalog

Purpose. Single place to track themes explicitly named in subcontract Task 4 (docs/rsms-upgrade/2026-upgrade-tasks.txt) plus candidate layers inferred from the EPA Region 5 State Mapping Projects Quick Start Guide (2024) extract (docs/rsms-upgrade/r5-state-mapping-projects-quick-start-guide-2024-extract.txt).

How to use status. Edit this file only: [ ] not started · [~] in progress · [x] done / superseded by shipped layer ID (cross-reference rsms-threat-layers-backlog.md row if helpful).

Related: phased rollout rsms-threat-layers-overview.md · prioritized backlog IDs rsms-threat-layers-backlog.md · R5 pattern mapping rsms-threat-layers-r5-mapping.md.

Product pilots — implementation order (locked)

These two overlays ship before the broader regulatory/threat backlog (L01 onward). Pilot A is not spelled out in Task 4 prose but matches legacy RSMS behavior being ported into rsms-frontend-react.

1. Task 4 subcontract — explicit data themes (tracking table)

Themes quoted or clearly implied by Task 4 (upgrade tasks, incorporation of upstream information). Links point to starting places for public programs or downloads; RSMS may ultimately ship curated extracts, not live portal parity.
